In 1844, Tsar Nicholas I issued an order that would change St. Petersburg forever: no building in the then-capital could be taller than the Winter Palace (now part of the Hermitage Museum). As a result, around 205 upper floors were demolished to comply with the new law, which remained in effect even after the 1917 Revolution.
